Tasmania has issued 491 invitations at just 40 points (before the +15 nomination boost = 55 total to DHA), making it the lowest-barrier state nomination in Australia. Under its new pass system:

South Australia - State-Wide Regional

All of South Australia counts as regional for the 491. The state actively recruits WHV holders who have gained local work experience.

Queensland, NSW & Other States

Once you hold a 491 visa, the pathway to permanent residency is straightforward:

There is no minimum income requirement for the 191 visa. You need to provide ATO Notices of Assessment demonstrating that you lodged tax returns for at least 3 of the 5 years on your 491 visa. This is a tax compliance check, not an income test. Fees are subject to change - the next fee adjustment is expected on 1 July 2026.

Step 1: Get Your Skills Assessed

Before anything else, you need a positive skills assessment from the relevant authority for your nominated occupation.

Start this on your WHV - assessments take months, and you don't want to be waiting on a bridging visa.

Step 2: Take Your English Test

Book PTE Academic or IELTS. Aim for Proficient (PTE 65 / IELTS 7.0 each band) minimum - that's worth 10 points. Every point matters at the 491 level.

Step 3: Lodge Your EOI on SkillSelect

Create an Expression of Interest (EOI) on SkillSelect, selecting the 491 - State/Territory Nominated subclass. Include accurate points claims - states will verify these.

Step 4: Apply for State Nomination

Each state has its own application portal and criteria. Research which state best matches your profile:

Common Mistakes Backpackers Make

❌ "I don't have enough points"

Most backpackers underestimate their score. The 491's 15-point state nomination boost means you only need 50 from your own profile. A 28-year-old with a bachelor's degree and Proficient English already has 55 points (30 + 15 + 10) - add any work experience, and you're well over 65.

❌ "I need an employer to sponsor me"

The 491 is not employer-sponsored. You apply independently through state nomination. You don't need an employer's permission or involvement (though having regional employment strengthens your state nomination case).

❌ "Regional means the middle of nowhere"

Regional Australia for visa purposes includes cities like Geelong, Ballarat, Bendigo, Gold Coast, Adelaide, Hobart, Darwin, and Cairns. These are not isolated outback towns - they're vibrant communities with hospitals, universities, and cafés.

❌ "I'll wait until my WHV expires to think about it"
