If you work in aged care - as a personal care assistant, nursing support worker, or aged/disabled carer - Australia now offers one of the most accessible permanent residency pathways in its migration history. The Essential Skills Stream, part of the new Skills in Demand (SID) visa framework, allows employers to sponsor care workers earning as little as $51,222 per year, with a clear two-year pathway to PR through the Subclass 186 Employer Nomination Scheme.
This is a game-changer. Before this stream, most employer-sponsored visa pathways required salaries above the Core Skills Income Threshold (CSIT) of $76,515. The Essential Skills Stream slashes that barrier by more than $25,000, opening the door for thousands of care workers already doing critical work in Australian aged care facilities.
What Is the Essential Skills Stream?
The SID visa (which replaced the old Temporary Skill Shortage Subclass 482 visa in December 2024) has three streams:
| Stream | Minimum Salary | Occupation List | Target Workers |
|---|---|---|---|
| Specialist Skills | $141,210+ (SSIT) | No list - open to most professions (excludes trades/labourers) | High-income professionals |
| Core Skills | $76,515+ (CSIT) | Core Skills Occupation List (CSOL) - 456 occupations | Mid-level skilled workers |
| Essential Skills | $51,222+ | Accessed via Labour Agreements | Aged care, disability, hospitality, meat processing |
The Essential Skills Stream operates through industry-specific Labour Agreements between employers and the Department of Home Affairs. For aged care, this is the Aged Care Industry Labour Agreement (ACILA).
The Essential Skills Stream is not a self-nomination pathway. Your employer must hold an approved Labour Agreement with the Department of Home Affairs and nominate you for the visa. You cannot apply independently.
Who Is Eligible?
The ACILA covers three specific direct care occupations:
| ANZSCO Code | Occupation | Assessing Authority |
|---|---|---|
| 423312 | Nursing Support Worker | ANMAC |
| 423313 | Personal Care Assistant | ANMAC |
| 423111 | Aged or Disabled Carer | ACWA |
You can search for your ANZSCO code to confirm whether your occupation qualifies.
Qualification Requirements
| Pathway | Requirement |
|---|---|
| Australian qualification | AQF Certificate III or higher in a relevant field (obtained in Australia) |
| Overseas qualification | Equivalent to AQF Certificate III or higher + positive skills assessment |
| Work experience alternative | 12 months of relevant direct care experience may substitute for formal qualifications |
💡 Already hold a Certificate III in Individual Support (Ageing) from an Australian RTO? You meet the qualification requirement without needing a separate skills assessment.
English Language Requirements
The ACILA offers lower English thresholds than standard employer-sponsored visas:
| Visa Stage | Minimum English |
|---|---|
| SID visa (temporary) | IELTS 5.0 overall (5.0 Speaking & Listening, 4.5 Reading & Writing) |
| 186 visa (permanent) | IELTS 5.5 overall |
Workers in culturally and linguistically diverse (CALD) aged care facilities may qualify for further concessions - as low as IELTS 4.5 or equivalent.
Other Requirements
- Age: No age limit for the SID temporary visa. Under 45 for the 186 PR visa.
- Health & Character: Standard health examinations and police checks required.
- Work experience (temporary visa): No post-qualification experience required under ACILA.
- Work experience (PR via 186): At least 2 years full-time in a relevant direct care occupation in Australia.
The Two-Year PR Pathway
This is the pathway that makes the Essential Skills Stream so attractive:
Year 0: Employer sponsors you under ACILA
↓
SID visa granted (4-year validity)
↓
Year 2: After 2 years full-time work → apply for Subclass 186 (TRT stream)
↓
Permanent Residency granted
↓
Year 4+: Eligible for Australian Citizenship
Under the SID visa, time with any approved employer counts toward the 2-year PR requirement. If you change sponsors (using the 180-day mobility period), your clock keeps ticking. Your most recent employer must nominate you for the 186 visa.
What About Your Family?
SID visa holders can include family members on their application. Once you obtain PR through the 186 visa, your family also gains permanent residency with full access to:
- Medicare (public healthcare)
- Public schooling for children
- Government benefits (after any applicable waiting period)
- Work rights (unrestricted)
What Employers Need to Know
If you're an aged care provider looking to sponsor overseas workers, here's what's required:
| Step | Requirement |
|---|---|
| 1. Standard Business Sponsorship | Apply for or hold an approved SBS |
| 2. Aged Care Labour Agreement | Enter into an ACILA with the Department of Home Affairs |
| 3. Labour Market Testing | Demonstrate genuine attempts to recruit locally first |
| 4. Union MoU (for streamlined access) | Memorandum of Understanding with relevant industry union |
| 5. SAF Levy | Pay the Skilling Australians Fund levy ($1,200/year for businesses under $10M turnover) |
| 6. Nominate the worker | Lodge a nomination for the specific occupation and salary |
Employers with an approved ACILA benefit from priority processing, significantly reducing wait times compared to standard employer-sponsored applications. This blog focuses on the worker's perspective - for a detailed employer guide, see our post on how employers become approved sponsors.

What You Should Do Now
If you're an aged care worker already in Australia:
- Confirm your occupation is covered - check your ANZSCO code
- Ask your employer if they hold (or are willing to apply for) an Aged Care Industry Labour Agreement
- Gather your qualification documents (Certificate III or equivalent)
- Book an English test - IELTS, PTE Academic, or OET are all accepted
- Understand your visa conditions to ensure you're compliant while transitioning
If you're overseas and want to work in Australian aged care:
- Obtain a Certificate III in Individual Support or equivalent in your home country
- Get a skills assessment from ANMAC (for nursing support/PCA) or ACWA (for aged/disabled carers)
- Find an aged care employer willing to sponsor you via ACILA
- Prepare your English test results
The Essential Skills Stream salary threshold ($51,222) and Labour Agreement terms may change from 1 July 2026 when new indexed thresholds take effect. Employers planning to sponsor workers should lodge nominations before 30 June 2026 to lock in the current threshold.
How First Migration Can Help
The Essential Skills Stream is a powerful opportunity, but the Labour Agreement process is complex. Employers need to apply for the agreement, lodge nominations correctly, and meet union engagement requirements. Workers need to navigate skills assessments, English tests, and visa applications.
At First Migration Service Centre, our registered migration agents specialise in employer-sponsored visa pathways and can guide both employers and workers through every step - from Labour Agreement application to 186 PR nomination.
