Australian principals report a 63.9% shortage of special education teachers - the highest rate in the entire OECD. With over one million students now receiving educational adjustments in Australian schools (up from 18% in 2015 to more than 25% in 2024), the demand for qualified special education professionals has never been more urgent. If you're a special needs teacher, learning support officer, or integration aide, Australia is actively seeking you - and the visa pathways are some of the most favourable in the entire skilled migration programme.

Why Special Education Is a Separate (and Better) Migration Category

Many overseas teachers don't realise that Special Needs Teacher (ANZSCO 241511) is a completely separate occupation from mainstream primary or secondary teaching. This matters because:

FeatureMainstream Teachers (241213/241411)Special Needs Teacher (241511)
ANZSCO Code241213 (Primary) / 241411 (Secondary)241511

CompetitionHigher (more applicants)Lower (fewer qualified candidates)

Regional DemandHighCritical - especially remote schools
TIP

If you hold both a general teaching qualification AND a special education specialisation, you may be able to be assessed under ANZSCO 241511 instead - potentially facing less competition and more employer sponsorship opportunities.

The NDIS Factor: Why Demand Is Exploding

Australia's National Disability Insurance Scheme (NDIS) has fundamentally changed the landscape for disability education. From October 2026, proposed "Thriving Kids" reforms will shift more responsibility for supporting children with autism and developmental delays from the NDIS directly into schools and early childhood settings.

This means:

  • Schools need more special education teachers to absorb these responsibilities
  • NDIS-registered providers employ special education teachers for therapy, transition programmes, and behaviour support
  • Special schools (both government and non-government) are expanding nationwide
  • Jobs and Skills Australia projects 6.9% employment growth for special education teachers between 2023 and 2028
IMPORTANT

The combination of NDIS reform and existing teacher shortages creates a rare "double demand" - your skills are needed in both mainstream schools and the disability services sector.

AITSL Skills Assessment: Special Education Requirements

Like all teaching occupations, special education teachers require a positive skills assessment from the Australian Institute for Teaching and School Leadership (AITSL). However, there are additional requirements specific to special education.

Standard AITSL Requirements

RequirementDetails
EducationMinimum 4 years full-time (or equivalent) higher education
Teaching QualificationAt least 1 year of Initial Teacher Education (ITE)

PracticumMinimum 45 days of supervised teaching practice
Practicum SettingMust be in a special education setting (if special ed is part of ITE)

The Special Education Study Requirement - Your Key Differentiator

AITSL requires at least one year of full-time study specifically in special education for ANZSCO 241511. This can be met through:

  1. A Bachelor of Education (Special Education) - a 4-year degree with a special education major
  2. A general Bachelor + Graduate Diploma in Special Education - where the grad dip covers the special ed component
  3. A Bachelor of Education + Master of Special/Inclusive Education - the master's satisfies the 1-year special ed requirement
  4. A Bachelor + PGCE/PGDE with a special education specialisation - provided the special ed content is substantial (at least 1 year equivalent)
WARNING

A general teaching degree with a single "Introduction to Special Education" unit will NOT satisfy this requirement. AITSL requires a substantive body of study - typically equivalent to 8 full units or a complete postgraduate qualification in special education.

The 45-Day Supervised Teaching Practice (STP) - Special Ed Setting

For special education teachers, AITSL expects the supervised teaching practice to be completed in a special education setting if the special education study forms part of the initial teacher education qualification. This includes:

What Counts:

  • ✅ Placements in special schools or special education units within mainstream schools
  • ✅ Working with students with identified disabilities under qualified supervision
  • ✅ Inclusive education settings where you supported students with Individual Education Plans (IEPs)

What Does NOT Count:

  • ❌ General mainstream classroom placements without special education focus
  • ❌ Teaching assistant or aide experience (paid or unpaid)
  • ❌ NDIS therapy sessions (these are not school-based teaching)
  • ❌ Volunteer work in disability organisations

English Language Requirements: IELTS Academic Only

CAUTION

AITSL does NOT accept PTE, TOEFL, Cambridge, or any other English test. Only IELTS Academic is accepted for skills assessment.

What You Should Do Now

Step-by-Step Action Plan

  1. Audit your special education qualifications - confirm you have at least 1 year of study specifically in special education
  2. Document your placements - get university documentation proving your STP was in a special education setting
  3. Take IELTS Academic - aim for R7, W7, S8, L8 minimum (this is the ONLY test AITSL accepts)
  4. Apply for AITSL assessment - allow 10-12 weeks processing; nominate ANZSCO 241511 (Special Needs Teacher)
  5. Calculate your points - use our Points Calculator to assess your competitiveness
  6. Research state nomination - check which states have special education on their priority lists
  7. Consider employer sponsorship - apply directly to state Departments of Education or special schools

If You're a Learning Support Officer or Education Aide

Learning Support Officers (LSOs), Teacher Aides, and Integration Aides who do not hold a full teaching qualification face a different pathway:

  • Upgrade your qualifications - complete a Bachelor of Education (Special Education) or equivalent to qualify for AITSL assessment
  • Consider related ANZSCO codes - Education Aide (ANZSCO 241599) may be assessed under Special Education Teachers (nec) if you hold the right qualifications
  • Explore employer sponsorship - some regional schools sponsor support staff under specific DAMA agreements

Without a 4-year degree and 45-day supervised teaching practice, you will not pass the AITSL skills assessment. Plan your qualification pathway before applying.
