Australia needs engineers badly - and the states are competing to attract them. With over $120 billion in infrastructure, renewable energy, and housing projects nationally, and Brisbane's 2032 Olympic pipeline adding a decade of construction demand in Queensland alone, the question for engineering professionals is no longer "Can I migrate to Australia?" but "Which state should I target - and which discipline has the clearest pathway?"

This guide answers exactly that. We break down the optimal state nomination strategy by engineering discipline so you can move from EOI to invitation with the highest probability of success.

IMPORTANT

State nomination requirements and occupation lists are subject to change. Always confirm current availability with the relevant state migration authority before lodging your Expression of Interest.

Step 1: Your Skills Assessment - Engineers Australia (EA) CDR

Before any state nomination strategy matters, you need a positive skills assessment. For most engineering occupations (ANZSCO 233xxx series), Engineers Australia (EA) is the assessing authority.

Which Assessment Pathway Applies to You?

Your SituationPathway
Degree accredited by Washington / Sydney / Dublin AccordAcademic assessment only (faster)
Degree NOT accredited - most overseas engineersCompetency Demonstration Report (CDR)
Overseas PhD in engineeringCDR + PhD assessment

CDR Components at a Glance

A CDR consists of three parts:

  1. Three Career Episodes (CEs): Narrative descriptions (1,000-2,500 words each) of specific engineering projects - always written in first person using "I designed…", "I calculated…"
  2. Summary Statement (SS): A competency matrix mapping your CEs to EA's required elements
  3. CPD Record: Continuing Professional Development log demonstrating ongoing learning
TIP

Use our ANZSCO Occupation Search to confirm your exact ANZSCO code before preparing your CDR - the wrong code means a rejected assessment regardless of your experience.

EA Assessment Fees (Effective 1 July 2025 - 30 June 2026)

ServiceCost (AUD incl. GST)
Standard CDR Assessment$1,001
CDR + Employment Assessment$1,452
CDR + Overseas PhD$1,281.50
CDR + Employment + PhD$1,732.50
Fast-Track (additional)$385

Standard processing: 10-16 weeks. Fast-track reduces the time to assessor assignment (within 20 business days) but does not guarantee a faster overall outcome.

EA fees are typically reviewed annually on 1 July. The above reflects the 2025-2026 schedule.

Step 2: Your Points Score - The Foundation of Your Strategy

Before targeting any state, use our GSM Points Calculator to determine your baseline score. This drives everything:

Score (with state nomination points)Best Pathway
100+ points189 Independent - no state nomination needed
85-99 points190 State Nominated - competitive across all states
75-84 points190 in lower-competition states (QLD, WA, SA)
65-74 points (with +15 regional)491 Regional as primary strategy
Below 65 points482 employer sponsorship or points-building required
NOTE

For the 2025-26 year, the 189 visa allocation was effectively reached for most engineering ANZSCO codes by Q1 2026. State nomination (190 or 491) is the realistic path for the vast majority of engineering applicants.

Step 3: State-by-State Breakdown by Engineering Discipline

🏛️ Civil Engineers (ANZSCO 233211)

Best States: NSW, QLD, WA

Civil engineers are in extreme demand nationally, but state-level concentration varies sharply.

StateKey DriversNomination StatusPriority Signal
NSWHarbour tunnels, Western Sydney Airport, Metro expansionStrong demand✅ Active across most sub-streams
QLDBrisbane 2032 Olympics, Cross River Rail, housing density targetsHighest demand nationally✅ Building & Construction Workforce Pathway prioritised
WASuburban rail, highway upgrades, resources-adjacent civil worksActive, offshore-friendly✅ Employment contract often required for 190
VICRoad upgrades, Level Crossing Removal ProjectStrong onshore preference⚠️ Primarily onshore applicants
SABioMed City, Riverbank precinctsModerate demand✅ Generally more accessible

QLD Strategy: Queensland's Building and Construction Workforce Pathway specifically fast-tracks civil engineering applicants aligned with the 2032 Olympics pipeline. If you have 2+ years of civil infrastructure experience (roads, rail, bridges, drainage), prioritise QLD's onshore AND offshore streams.

NSW Strategy: NSW requires specific proof of employment or job offer in most engineering streams. Points scores in the 85-100 range are competitive. NSW rewards applicants who can demonstrate direct alignment with specific infrastructure programmes.

⚙️ Mechanical Engineers (ANZSCO 233512)

Best States: WA, SA, QLD

Mechanical engineers have one of the broadest geographic distributions due to demand across manufacturing, HVAC, mining equipment, and renewable energy.

StateKey SectorsNomination Status
WAMining equipment, LNG maintenance, gas processing✅ High demand, WASMOL Schedule 1 & 2
SADefence manufacturing (Osborne Naval Shipyard), advanced manufacturing✅ Active - defence sector priority
QLDResources equipment, tourism infrastructure, energy✅ Active, both onshore & offshore
VICAdvanced manufacturing, food & beverage tech⚠️ Strong onshore preference

WA Note: Western Australia uses the WA Skilled Migration Occupation List (WASMOL). Mechanical engineers often fall under Schedule 2 (professional pathway). Unlike other states, WA typically requires a full-time employment contract for 190 visa applicants. If you're offshore without a WA job offer, the 491 regional stream (with more flexible employment requirements) may be the better entry point.

⚡ Electrical Engineers (ANZSCO 233311)

Best States: QLD, WA, VIC

Renewable energy is the defining demand driver for electrical engineers in 2026. All states are racing to hit net-zero targets, creating unprecedented pipeline demand.

StateKey SectorsNotes
QLDSolar farms, wind projects, grid infrastructure, Olympic power systems✅ Very active, renewable energy flagged priority
WAMine site electrification, LNG, grid expansion in Pilbara✅ High demand, employment contract for 190
VICOffshore wind (Port of Hastings), solar precincts, tram/rail electrification⚠️ Strong onshore preference via Live in Melbourne ROI
NSWGrid modernisation, pumped hydro (Snowy 2.0 supply chain)✅ Active but competitive

CDR tip: Electrical engineers with experience in high-voltage systems, SCADA, or renewable energy design should explicitly highlight these in their Career Episodes - states are selecting for these competencies, not generalist electrical profiles.

⛏️ Mining Engineers (ANZSCO 233611)

Best State: WA (near-exclusive)

Mining Engineers have one of the most geographically concentrated demand patterns in Australian skilled migration. Western Australia accounts for the overwhelming majority of mining engineering roles nationally.

StateNotes
WA✅ Primary state - iron ore, gold, lithium, LNG. WASMOL Schedule 1 often requires employment contract for 190.
QLD✅ Coal, copper, bauxite - secondary demand in QLD's north
SA✅ Olympic Dam copper-uranium - niche but active
NSW❌ Limited mining engineering demand for nomination

WA Mining Engineers: If you have a job offer from a WA mining company, pursue the 190 via WASMOL Schedule 1 immediately - processing for mining professionals with employment contracts has been historically faster. Without a job offer, the 491 regional stream covering regional WA (Kalgoorlie, Port Hedland, Karratha) offers a viable alternative at 15 additional points.

💻 Software Engineers / ICT Professionals (ANZSCO 261313 / 261111)

Note: Software Engineers assessed by ACS (not Engineers Australia), but included here due to audience crossover.

Best States: NSW, VIC, ACT

StateNotes
NSW✅ Sydney tech hub - strong but competitive. Points 85+ advisable
VIC✅ Live in Melbourne ROI - strong preference for onshore Melbourne employment
ACT✅ Canberra Matrix - high capacity, tech-positive quota, unique points formula
QLD✅ Growing tech sector; Brisbane startup ecosystem + Olympics digital infrastructure
WARNING

"Software Engineer" (ANZSCO 261313) is assessed by ACS, not Engineers Australia. If your work is closer to "Engineering Manager" or "ICT Business Analyst," you may be assessed under a different code - verify first using our ANZSCO Search tool before investing time in any assessment.

🏗️ Structural Engineers (ANZSCO 233214)

Best States: NSW, VIC, QLD

Structural engineering demand is driven primarily by commercial and residential construction.

StateNotes
NSW✅ High-density residential and commercial towers - Sydney CBD and Western Sydney
VIC⚠️ Strong onshore preference; high demand for Geelong and outer metro projects
QLD✅ Olympics 2032 stadium upgrades, high-density residential in SE QLD

Step 4: The 482/SID Employer Sponsorship Alternative

If your points score is below 75 and state nomination is not accessible, employer sponsorship via the 482 (Skills in Demand) visa is a direct alternative - particularly for engineers already working in Australia.

Engineering roles typically qualify under the Specialist Skills stream (annual income ≥ $135,005 AUD) or the Core Skills stream (at TSMIT/CSIT threshold). A successful 482 can transition to a Subclass 186 permanent visa after 2 years of employment.

Disclaimer: The CSIT and SSIT salary thresholds are subject to annual revision. The above figures reflect the 2025-2026 Financial Year. Verify current thresholds via the Department of Home Affairs before lodging.
